Error: "To complete parallels Setup, please restart your Mac"

So, I am getting this error after of course upgrading to Ventura 13.3.1 (a) and have tried the suggested terminal solution, but unfortunately despite trying this I am still experiencing the same error.
I am running parallels V15 and I see another suggestion is to upgrade to V18 - which I tried but unfortunately this is a paid for upgrade and subsequently reinstalled Parallels V15.
Please could someone advise if it is possible for me to get my version of Parallels working again.
