excel hyperlinks

I am doing my nut in please help
I have a small excel program that uses hyperlink to parts of a spreadsheet
but i just cant make them work, I have tried most fixes on the internet.
The message is This operation has been canceled due to restrictions in affect on this computer Please contact your administrator

Hi @DavidH24, to fix this problem automatically, click the Download button. In the File Download dialog box, click Run or Open, and then follow the steps in the easy fix wizard.This wizard may be in English only. However, the automatic fix also works for other language versions of Windows. For more information, please check out this article
