External keyboard not properly recognized on Windows

Hello,

I have the following hardware & software, working fine exceped for the keyboard:
- MacBook Pro (15-inch, Mid 2010), with internal English (USA) keyboard.
- Extra USB keyboard: Apple Keyboard with Numeric Keypad - English (USA)
- MacOS Sierra, v10.12 (16A323)
- Parallels Desktop for Mac, Pro edition, version 12.0.2 (41353)

So, I connected the extra Apple Keyboard with numeric Keypad: it works perfectly on MacOS.
On Windows, both keyboards are usable but I can't use the numeric keypad of the external one.
Is there any way to set up Parallels so that Windows can use the full layout of the external keyboard, not only the layout of the internal one?
Is this a Parallels or a Windows issue?...

Notice: This problem is not specific to the present software versions. I had the same issue before, with older versions od Mac OS and Parallels.

Thank you for your suggestion.
I tried it but unfortunately, the issue remains. (in fact, my Windows preferences for Ease of Use were good.

By the way, as this issue appears at the log-in window too, I think it is a machine-level issue, not a user-level one.

That's it! And even better than expected as the setting remains even after I quit Parallels (at least the setting once I am logged in; the same setting done at the login window is not saved)
