Focus on Window grays the left 2/3 of a monitor in a multi-monitor setup

I have three monitors - MacBook display on upper right, hdmi upper left, hdmi on lower left. There is no lower right monitor. On the hdmi upper left monitor, the only greying going on is when the window is within the left 2/3 of the monitor area. Preferences are default.
