Function F11 difference between Parallels 7 & 9

I just upgraded to Desktop 9 from 7. I use Visual Studio regularly on Windows and am constantly using the F9 - F11 keys.

F9 & F10 continue to work ask expected ( so long as I hold the function key down ). F11 though, requires that I now also hold down the Command key.

Is there anyway to make it so I don't have to hold down the Command key now too?

Same issue as well upgraded to parallels 9 with latest update (9.0.23140). Apple environment (macbook pro 17-inch Early 2011 OS X 10.9 13A603 mavericks) and fn + F11 key no longer works as it did in parallels 7. I to have to now enter fn + command + F11.

Go to "System Preferences->Security & Privacy->Accessibility" and set checkbox for 'Parallels Desktop.app'
 
Parallels Desktop.app is not listed under Security & Privacy | Accessibility | Allow the apps below to control your computer (System Preferences version 12.0).
