How do you transfer Windows 11 Digital License between VM's?

I have two Windows 11 VM's on my Mac24 M3, one is activated and other is not. How do I transfer the digital license from one to the other?

Hello, did you get a resolution on this? - I'm in the same position having a VMware Fusion Win11 VM I want to transfer the license over to a new Parallels 11 VM without having to pay another Win11 license for (unbelievable MS licensing policy...)
