How to change UI language on PD 10?

Where can I change the UI language of PD 10?

I want to see English but PD 10 shows me Chinese?!

My preferences of language & region is here:

But the UI language of PD 10 shows Chinese by default instead of English:




It's ok in PD 9 originally.

And, what's the logic of UI language? It should equal to primary language of my host OS - English.
