Is this a Parallels Installation or a Windows Issue?

I've been running Parallels for a while (latest version on auto update) and this morning when I tried to open W10 I got the error window below. Everything was working fine yesterday. I have tried restoring the .pvm file using both Time Machine and form Carbon Copy Cloner and both yield the same error message. I'm wondering if there is a problem on the Parallels side?

Help would be greatly appreciated as I cannot get to my files. If this is not a Parallels issue, any suggstions on how to proceed would be appreciated also.
