Items pinned to Start disappear now and then

Sometimes when I start PD/Windows, the items I've pinned to Start are no longer there. Sometimes it's just empty, sometimes it has a few random other things there, sometimes it resets to factory default. Sometimes all of my recently-used items are gone, sometimes they aren't. Is this a Parallels-related issue or just a Windows thing?

Windows 10: 10586.753
Parallels Desktop: 11.2.2 (32651)
OS X: 10.11.6

Hello Steve, please create a new user account in Windows as suggested in Microsft article and check if it works fine. Keep us posted on your progress.
 
The Windows machine is part of a domain. I can't add user accounts. I only get the one I have. I'm not sure I understand the purpose of doing that anyway? Is there something about creating an additional account that would keep my account from losing its settings?
