Keep getting VCRUNTIME error trying to run .NET windows program. Any fix?

    I have a 13 inch 2020 MacBook Pro M1 with 8Gb, and I want to install Windows in order to run an app to mod the game Super Smash Bros. Ultimate. The app in question is described on this webpage; https://gamebanana.com/tools/6943.

    If you scroll to the bottom of the page above the comment section, it says there's a few .NET dependencies needed in order to run this program in Windows/Linux. I first used UTM/QEMU to install an arm64 version of Windows 11. I then tried to download those .NET dependencies, found out that the ones on the gamebanana webpage were outdated, and that I should use newer ones recommended from the official .NET webpage. Then I saw that I should use the arm64 versions of the .NET dependencies instead of the x64 versions since I was running on a windows 11 arm64 configuration.

    However, when I tried to download and run the program through Windows 11 on UTM, I received this error; "The code execution cannot proceed because VCRUNTIME140.dll was not found. Reinstalling the program may fix this problem." I then looked up the fix for this and got directed to this Microsoft Visual studio distributable page; https://www.microsoft.com/en-us/download/details.aspx?id=52685. I downloaded both x64 versions an arm64 versions and neither seemed to get rid of the error message.

    Could someone help me with what I should do next in this process? I'm very new to all of this. I had tried parallels recently and I like how easy it is, however I just keep getting the same exact error message about VCRUNTIME.

    tldr; getting a VCRUNTIME140.dll error on windows 11 emulation on MacBook Pro M1 chip and redistributables/dependencies don't work, how do I fix this?
