keyboard scrambled

When Parallels Tools are installed, using Remote Admin 3.4 (Radmin) to access a remote Windows machine, 3 keys on the key board are scrambled: quote key " ' becomes the tilde-quote key ~
` which becomes the line-slash key |
\ which becomes the quote key " '.

When I uninstall Parallels tools, all is fine.
 
what keyboard do you use on Mac where Parallels in installed? French? German? US? and on the remote Computer? Mac? PC?
And what keyboard interface is being used in the virtual machine? Windows or Apple?
