For Parallels Desktop, should I allow those 2 services to accept incoming connections?
Why are they needed?

Hi RobertL11, prl_deskctl_agent and dispatcher files are related to Parallels Access agent software communication. Please allow it if you want to use Parallels Access application on your device.
