Which makes me wonder if there are different parallels tools for the pro/Standard edition vs bussiness edition?
If so, would we be able to solve the issue, by just installing parallels tools from the standard/pro edition
No tools are same in both versions, different thing is that driver which parallels install during setup (you have to give it access using admin account in macOS).
This installed in macOS "thing" is a link between macOS and VM, however I don't know why it's different in standard/pro and business edition

so use business edition can be run VCDS USB devices with m1? thanks

I also tried to use vcds on mac M1 but even i used latest 16.5 version of parallels and last windows 10 ARM, i still can't install usb rosstech drivers for cable under windows. That drivers are somehow not supported by windows ARM.
Did you get succes for drivers installation under windows ?

Well for some reason VCDS initial config very sensitive to USB-C <-> USB-A dongle. Amazon Basics dongle didn't do but more expensive one allowed to recognize HEX-V2 and save configuration.
