Maximum number of activations reached

The attached image is what I get when trying to activate parallels 11 on a new mac, having accepted to deactivate it on my previous machine. How can this be resolved, please? I'm not too keen on buying a new license (!).

I am unable to activate, reached the activation limit error. The Mac I was using caught fire due to a battery failure, the one before that I gave to charity and before I gave it away I completely reset the OS.

Now I have no way to use Parallels for which I purchased a license.
Please advise.
