Migrate License to new Mac - Activation Limit but no transfer button

I have a new Macbook Air M4 and used Migration Assistant from previous M2. A get the message that the activation limit is reached but there is no transfer button. Can you please reset. My account name is rexxxxxx15@xx.com and the product is Parallels Desktop 18 for Mac Standard Edition.
