I know that I can't just copy a Windows 10 VM from Parallels on a Mac/Intel and run it in the appropriate Parallels setup on a Mac/M1. But can I do a full Windows system backup, either with Windows backup or one of the third party backups, on the Mac/Intel version of Parallels running Windows 10 in a VM, and then in a new Mac/M1 running Parallels in the appropriate setup, restore that system backup to be back and running? Thanks!

No, a system backup won't work either. You would still try to backup and restore an Intel system and that is not possible. There is an option to move your data, though. https://kb.parallels.com/125344

Are you able to move applications along with moving your data?

I don't think so, but I'm not certain.

Not likely as the applications would need to be compatible. You Should be able to backup any application settings however.
