Mouse tooltip doesn't change from key presses while dragging

When I drag-n-drop a file in File Explorer and press the Ctrl key to make it into a Copy instead of a Move, the tooltip doesn't update accordingly (it still says "Move" even though the Copy is actually done). Same with lots of other situations where I press a key while dragging something.
I'm using the current versions of everything (Windows 10 Pro in Parallels 11 installed on latest El Capitan OS).
