Hello Dariusz2,
May I know what kind of USB you are trying to use with the Windows Virtual Machine. Is it a storage device or used for a different purpose. Also, could you let us know if the issue persists with other USB devices.

I can confirm that I'm experiencing the same issue with the latest version of Parallels Desktop for Mac (11.2.0) using a Windows 7 x64 Enterprise virtual machine. When connecting an external SSD via USB 3.0, Parallels asks where I would like to connect the drive, a pop-up message appears in the Windows 7 task bar that the appropriate driver has been successfully installed, but the drive isn't visible in Windows Explorer. If I connect the drive prior to starting up the virtual machine, however, it does become visible and can be accessed without issue.

Well, I just checked again and am still having the same issue. It's strange, because the USB drive is recognised immediately, I can select the Windows VM as the target and the task bar icon clearly displays the drive as having been inserted. And when I enter Computer Management under the Administrative Tools the drive is also shown. But I cannot assign a drive letter to it. That option isn't highlighted at all when I select the partition, and nothing is displayed in Windows Explorer.

Running OSX 10.11.4 with Parallels 11.2 for Mac Desktop (and have observed the same problem with the previous release/s of Parallels for the past 4-6+ weeks).
I use several specialised Windows software packages (with Win XP, Win 7 Pro and Win 8.1 Pro, running as virtual machines) which use USB license key dongles to activate the software. These dongles (multiple dongles not just the one) are no longer recognised by the Windows virtual machines in Parallels.
The change I have noticed is that under "Devices > External Devices" there is no 'TICK' that signifies that the device is connected to that virtual machine. Which implies that even through you tell it to connect to the Virtual Machine, Parallels does not do so (even though the device is no longer visible in the Mac). All the other sections under "Devices > xxx" have ticks against the selection showing that it is active (where xxx = CD/DVD, Network etc.).
To check if the problem was due to the USB key itself or the software - the same USB key was used on a dedicated Win PC machine (worked OK) and I got an activation code for one of the software packages so that it would not need a USB license key (which worked OK as well) - this means that it looks like Parallels has broken the USB (or pretty much any external device input?) to the virtual machines somewhere along the way in the past several updates.
I agree with Post #3 that it is either Parallels and/or Parallels Tools that is the most likely cause of this problem. To test whether it was related to my VMs, I have reverted to VMs from my archives that were 3 months old and others that were 1+ year old - in both cases USB connection of my license keys did not work. I do know from first hand experience that the USB keys worked in those VMs (with Parallels 10 and earlier) at the time of them being archived and afterwards, which again points to Parallels 11 and/or Parallels Tools as being the cause.
Parallels - please address this problem. FIX the Devices > External Device part of the software so that it works again.
I would prefer not to to have to downgrade to version 10 of Parallels . . .

I have the same issue and have tried all the recommended tips. Have Mac OS 10.11.5 and Parallels 11 is current version. Have a Samsung SE-208 which works on Mac side. Finally had Windows 10/Parallels 11 recognizing the USB DVD writer then suddenly it didn't recognize it. I thought the change was when I paused the disc or switched to another app, but that was not the problem. I have tried everything to no avail. With so many having this problem, it definitely seems to be a problem with Parallels 11 & Windows 10. My disc works fine in a built-in DVD drive on an older Mac but most Macs are not shipping with optical drives anymore.

On demo here! I have no problem working on USB but i think vmware handles it better. When you connect for instance an external hard disk it stays untouched on mac and on windows until you select where you want to connect it, with this it avoids those mac parasite files from being created. it is very helpful if you want to use some windows recovery tool where you want the disk to remain untouched.
