.Net 3.5 will not install on Windows 11 21H2

I've tried multiple methods of getting the .Net framework 3.5 to install on Windows 11 but it always fails on my Macbook Pro M1 13". I installed the latest version of Parallels 17 and Windows 11 using the Parallels wizard. I found a fix about installing a preview build but that was for Windows 10 ARM and wouldn't install. Parallels support did a screen share and tried to get .Net 3.5 installed but were also unsuccessful. Has anyone gotten .Net 3.5 to install on Windows 11?

 

Installing the latest insider preview beta allowed me to install .Net framework 3.5.

 

what exactly version u installed? I set latest dev and still error
