.NET Framework 3.5 on Apple M1 Mac (Windows 10 ARM)

I try to install .net framework 3.5 on my windows 10 vm on apple m1 Mac.
i have tried the article from Parallels 1:1 but don't work. Please help me

I have the Dev-Channel, but I don't can install all updates because the Windows 11 Insider Update don't work to install.

And when I try to install .net framework via command+R and optionalfeatures I get the Error please restart the pc and try again. Every time.
