.Net Framework 3.5 on Windows 8.1 unable to install error code 0x800F0906

I am trying to install Net Framework 3.5 on Windows 8.1 but for some reason the update does not get a network connection I try going trow this repair steps https://www.thewindowsclub.com/repair-corrupt-windows-image-error-0x800f0906 but it did not work.
