New (for me) WinXP Message

I realize this isn't a Windows or Microsoft forum, but I've begun to see a fairly consistent error message upon loading my vm and didn't know where, or what, to post about it. The message is CTL Loader error. It appeared shortly after the upgrade of Explore to IE 7, but I don't know if that's co-incidental. The error doesn't seem to affect anything I do with the OS, but I'm uncertain what the message means.

I use Windows for support of Quicken and that's about it.

Should I be worried about the message and, if so, what does one need to do to fix it?
 
I'd check Technet or the MS forums. Also, I wouldn't install IE7, especially if I didn't need it for whatever I was doing. If you have a backup of your system before the IE7 install, you might want to revert and leave IE7 for the pioneers (they're the ones with the arrows in their backs).
 
I am using Quickbooks 2005 with IE7 and am just ignoring the messages. It seems to work just fine for me and I think Intuit just want me to upgrade so the can get some more $$$ from me.
