new install PV 13 (perl err vm tools can't update without restart)

Hi,
I have installed a fresh copy of Parallels v13 on a new iMac High Sierra that I have disabled the disk protection and everytime I start the app this error comes up at the top of the window for Parallels. perl err vm tools can't update without restart

I should add that I have reinstalled the app and reinstalled the tools for windows. no changes.
Help!
