New Virtual Machine - Win 7 - Choose Language during setup

I am installed Windows 7 pro and during the setup, the UI of Parallels does not ask me which language. It defaults to Russian. Is there a way to make this an option during the creation of a new virtual machine?

The below article has steps to install Windows on your Mac using Parallels Desktop:

Please uncheck Express installation on STEP 4 to get the multilanguage interface. Please note, the multilanguage options would appear only if your Windows CD is designed for multiple language installation.
