new Windows 7 install won't update (hangs forever)

Fully up to date Parallels, Mac, El Capitan. New build with Windows 7 OEM_COA_SLP license. Installs fine, license activation successful. Programs run, IE updates, Internet works fine - Windows update HANGS FOREVER - hours, all night even. Never installs anything. Vendor that sold me the license claims Parallels "incompatible". I'm thinking the problem is with the license.......
