Sure, I can open the virtual disk and copy files over, but I had dozens of programs installed on the Intel version. I see no way to bring them over without laboriously reinstalling everything.

    Hello,
An Intel-based virtual machine (VM) cannot be started on a new Mac with Apple M-Series chips because it is not compatible with Mac computers equipped with the Apple M-Series chip. The same applies to a VM created on a Mac with Apple M-Series chip that cannot be started on a Mac with an Intel processor.
Kindly refer to this article for more information: https://kb.parallels.com/125344
Unfortunately, the software programs need to be-reinstalled on the newly created virtual machine, they cannot be transferred.
    Thank you.

That won't work because you could never find and duplicate required Registry entries.
