None of my VMs start

Hi,
None of my VMs (windows 7 & ubuntu 20) start after an upgrade to the latest version 18.3.0 of PD. They are stuck "starting...". Things I tried:
- reinstalled PD 18 a few times, some after removing it. Didn't fix it
- tried PD 17 - same issue
During the installation I was prompted to enable the legacy extension, which I did, then it required me to restart the system.
Any ideas how to fix this?

System Version: macOS 11.7.7 (20G1345) (Big Sur)

Boot Volume: Macintosh HD
Boot Mode: Normal

1. Reproduce the issue and collect a technical report (right-click Parallels icon in Dock > Help > Send technical data > check "Attach screenshots..." > press Send Report) and provide us with the report's 9-digit ID in reply to this post.
2. Provide us with a screenshot whereby the VMs are stuck on starting.
