Package failed updates, dependency or conflict validation PSA

Just a quick post to help out other users who get this error in their Windows 11 ARM virtual machines.
I experienced this error on a fresh Win 11 ARM (Beta) install.
The fix is to:
Sign into the Windows Store and download all updates for your Windows store applications.
I discovered this issue because I was trying to open a .txt file in notepad and got the error. Also notepad would not open on its own either.
