If I "Suspend" a Windows 10 PVM from the Actions menu under Parallels 13.0.0 the action never completes. The percentage counter runs up to 100% and then hangs or something. I don't like force quitting Parallels -- that action has always caused headaches and damages PVMs.
Same PVM under the final version of Parallels 12.x never had this issue -- counter ran up to 100% and Suspend was finished.
