parallels 13 desktop subscription rejected when trying to activate parallels toolbox

Hello,
I activated Parallels 13 desktop on mac, but then parallels toolbox won't download even though i have active internet connection (wifi).
After repeated attempts to make sure Parallel recognizes my internet connection, I gave up and then came to the forum and downloaded toolbox separately (ParallelsToolbox-3.0.0-2073.dmg), but when i tried to activate it, it says:
You're trying to use a license key created for an older version of Parallels Toolbox. To activate Parallels Toolbox on this Mac, you need to purchase an additional license.
So, what is the correct version for the desktop? Please help! Thank you!

The suitable version of Parallels Toolbox for the key you have is 2.0.3 and like to inform you that it is not compatible with the latest macOS X versions.
