Parallels 13 - To run Virtual Machines please allow Parallels components to load on your Mac

Installed Parallels 13 on a macOS High Sierra MacMINI. After install I get a message - To run Virtual Machines please allow Parallels components to load on your Mac. I follow the instructions, but the message just keeps coming back. Suggestions?
