Parallels 15 on Catalina doesn't recognize El Capitan InstallMacOSX.dmg

I am trying to get some 32bit compatible OS X VM, so I'm flexible with what version to use. Tried downloading this DMG file for Sierra and El Capitan.

Both times, when I start with "new..." and select the DMG I get "Unable to detect operating system" - what to do?

Most tutorials use an APP file, but I cannot see where to download that.
