PD v19 Standard. Unable to move licence

I am unable to move licence from MacMini M2 to MacBook Air M4.
When entering the licence code (ending "...-59Q4E8") I don't get the option to move the licence to this new computer.
Instead, I have the message:
"This license has reached its activation limit and can no longer be used to activate new product copies."

Shall I manually run the manual command:
> prlsrvctl deactivate-license
On the older Mac?
