Plesk license is for per installation or per domain

Hello,

When you say Plesk for example for 100 domains then is that mean that if we have 3 vps then we can install Plesk on 3 different vps with same license key and can use Plesk for hosting up to 100 domains?
OR
we have to purchase Plesk for each vps?
