Prevent W10 from Scaling Beyond 100% When Resizing Parallels

I rarely work with Parallels in fullscreen mode. I have a larger monitor and most times I have Parallels around 1/3 the size of my desktop. I also resize Parallels frequently based on my current tasks. In nearly every instance, Windows 10 will scale my desktop to 150-200%. Is there any way to prevent Windows scaling? I know this isn't a Parallels issue, but if I could lock Windows at 100% it sure would save me some mouse clicks.

Did you ever resolve this? I'm having the same kind of issue.
