PRL_ERR_HVT_NOT_PRESENT_WARNING

this is the error massage i get when i try to boot parallels VM from external harddrive (USB3.0)

The final issue is that windows never manages to boot.
Windows keeps loading files, then stops and tries to boot from the usb device, then the same, windows is loading files then it tries to boot again.

anyone knows whats wrong?
