PRL_ERR_NOT_CONNECTED_TO_DISPATCHER

Hi,
I installed Parallels Acces on my Windows 8.1 computer and I am unable even to sign in - the following messages came up when I tried:
"Unable to connect to Parallels Access server" - and now "PRL_ERR_NOT_CONNECTED_TO_DISPATCHER".
On my iphone 6 and my ipad mini I had no problems to install and sign in to Parallels Access - but on my Windows computer (which I want to acces remotely with ipad and iphone) I had no luck up to now.
I followed the advices of the support site to deinstall and install again Parallels Acces, to restart the comuter (several times) - but nothing changed. I deactivated my McAffee Live Safe Firewall - nothing changed.
Does anyone have an idea, what could be the problem?
