problem with dual monitor setup and Display Quality

Our Company is currently using 7.3 of both the client and application server. There seems to be an issue for anyone that uses a dual monitor setup where all published apps display quality drops down to 256 colors. If we disconnect one of the monitors or if the user only has a single display the app connects with the correct display settings.

The terminal server is running windows 2003 standard and if I connect to the terminal server using the windows RDP client the color settings are fine. Has anyone else experienced this issue and if so is there a fix? Or if i have something misconfigured please let me know.

are both monitors using the same resolution?
Will this happen if both monitors are set to the same resolution and same color quality?
