Published App works from TS Desktop or RDP but not via 2x

I am trying publish an application via 2x Application Server, that calls a W:\program files\system32\attidata.ini, which I gave the necessary user groups, READ and READ/EXECUTE access too, but it appears to not pass the SQL server credentials (located inside the INI file) to the SQL server properly.

I have tried even publishing a 2x Desktop and navigated to the application EXE directly and it still would not launch.

I can launch the application from the TS server directly, and from a RDP session.

Any thoughts?
