Recovering Memory after closing Windows and Parallels

  1. Hardware: Late 2013 iMac / 16gigs / 3.5 i7 processor / 3TB drive / OS X Yosemite
    Parallels configuration: Memory 4096 / 3 cores / 80 gigs HD Space / Win 8.1 / Parallels Ver. 10.1.4

    Problem: When I run Windows under Parallels coherent mode and one application like Excel my memory drops to under 400 megs which slows things down considerably.
    The real problem I have is after I shut down Windows and Parallels the only way to gain back the memory in use is by rebooting my machine. Is this normal or am I missing a step somewhere?
