Releasing of licenses back to license pool

i have configured do not accept any connection for 3 hours and to reset all session but after 3 hours, i noticed the "Current User Logged-in" always remains at 28. It seem like these 28 licenses were not return to the license pool for whatever reason.

Could any one advise how to check who is holding these 28 licenses and how to release these license back to the pool ?

It would be best to check with 2X Support on this. The contents of the licensing database is encrypted. As a result, they would be able to give you the list of which users are counted if you copy the licensing.db and send it to them.
