Remap Command and Control Keys within Windows 8.1 VM and OSX Host

I am trying to have a single keyboard mapping on my Mac and the Windows 8.1 environment on my computer. I am very used to ctrl as cmd and cmd as Win key as it is used in Windows. Due to this, I followed a guide within the forums to perform this.

Invert Command and Control key in Mac Os:
1) Open system preferences.
2) Click Keyboard.
3) Click Modifiers Keys
4) Invert Command and Ctrl Key
5) Close preferences.

In Parallels Preferences:
1) Open Parallels and go to Preferences.
2) Remove all Virtual machine shortcuts
3) Add the shortcut: Cmd to Ctrl
-- (note that now Cmd is Ctrl in Osx so this command is simply Ctrl to Ctrl!)
4) Add the shortcut: Ctrl to Win
-- (note that now Ctrl is Cmd in Osx so this command is simply Cmd to Win!)

This all works and it maps in both Windows and OS X, however, when I attempt to perform formatting in the Windows 8.1 VM, pressing the Shift key while already holding down the CTRL key is not recognized unless I take my hands off of the keyboard and then press CTRL, Shift, and the other key that I need (mostly this is an arrow key, X, or V). It operates correctly when I do not have the above mapped and just have my Windows VM mapped like Windows and the Mac mapped like a Mac, but I would really like to enable this functionality to encourage me to utilize my Mac desktop more often.

A few other notes: I noticed the following after I made the above change:
Highlighting does not always work when trying to use CTRL-SHIFT-Arrow. This means it is not recognizing that I am holding down the shift key. If I release all keys and press down again, it works.
Once I have highlighted the area and I try to cut what has been highlighted by using CTRL-X, I receive the pop-up when using Outlook[To use Fax Service to send your fax, you must first sign up with a fax service provider. Click OK to open a page in your Web browser where you can choose a provider]. This means it doesn't recognize that I am no longer pressing the shift key and it tries to send a fax within Outlook.

I have tried the Optimize for Games solution within Parallels, but that does not work even after rebooting. Would anyone have a solution that they have identified for this scenario?
