Hi, we recently upgrade our RDS backend to Windows server 2025. We have per device CALs for 200 devices, because that's about how many workstations we have. There are about 850 potential users, so per user licensing would be much more expensive. On the old RDS cluster, licensing was set to 'per user', which wasn't strictly correct, so we decided to do it the right way this time. We assumed this would be no issue for PSW, since every connection is from a new device ID, and these would only ever consume temporary RDS CALs. But now we are seeing connections through PSW getting allocated actual RDS per Device CALs. How does this happen? In which situation would sessions through PSW reuse an existing device ID, and convert a temporary CAL allocation to a permanent one?
