When Mavericks is running both host and guest, when you click the "GO" menu and hold down "OPTION" on the host, you get the Library menu. However, you cannot access this hidden menu via the Guest since key conflicts. creating new keyboard shortcut in Parallels and/or changing "Send keyboard shortcuts" to "Always" condition does not work. However, the only work around is to either enable via terminal, or to open home folder and click "View" menu, "Show View Options" and u'll see click box to "Show Library folder" (easier method)
Actually you can also go to Virtual Machine>> Configure, Hardware tab, Mouse & Keyboard, and select "Optimize for games" Solution solved.
