Safe Mode; Is it Windows’ Safe Mode?

Its been years since I used Windows safe mode, but there was something I wanted to try. I installed a safe mode button in the VM (Windows XP) as per Parallels instructions and opened in safe mode. It didnt look or act a bit different than Windows in normal mode. Is it-- or is it something different? If it is something different, is there another way to enter Windows' safe mode?

Then to go into Windows safe mode, you need to press F8 repeatedly just after starting Windows and choose Safe mode option.
