shared account timezone settings

Is there a way to allow individual shared windows accounts to set their own timezone?

I have a customer who needs to change his timezone to something other that what i have for the server.

Is anyone familiar with ASP? could I have the client deploy some code in ASP that would offset his applications time to the correct time?

I am not familiar with ASP at all so any help would be appreciated
