Show and hide Parallels Desktop not working when shortcut set to F13 to F19

The "Show and hide Parallels Desktop" function not working when I set the shortcut to F13 to F19.
If I set shortcut to F1 to F12, everything works ok.
Is there any way to use F13 to F19 as shortcut key for "Show and hide Parallels Desktop" ?
