Start Windows 8.1 in safe mode

I am trying to start Windows 8.1 in safe mode but don't see how I can do it. I have a folder on my desktop on Windows 8.1 and when I click on it to delete it it comes up with a error message that I have to obtain ownership of the file before I can remove it
can someone help me with this please?
