Taskbar setting disappears

Hallo,

I´ve noticed, that my Win XP SP3 VM dont accepts the setting to hold the taskbar in foreground.
When I set the option running the VM, it will accept it. But when I restart my machine the taskbar will not be in foreground anymore...
I´ve also checked my GPO´s, but there is no way to define this setting.

Does anyone know where to define this point?

please make changes on registry +hklm_machine_controlset -task manager
