This license has reached its activation limit and can no longer be used to activate new product copi

I would like to install Parallels Desktop 13 for Mac on my new laptop and I'm unable to do so. The support docs (https://kb.parallels.com/123461) suggest to click the button "Activate on This Mac" (https://kb.parallels.com/Attachments/kcs-38169/licinuse.png) however that option does not exist for me.

Uninstalled PD on old mac, and reinstalled with my activation key in new mac.

There's no activation selection popup described in this document (https://kb.parallels.com/123461).
